دور مناطق التوسع السياحي في التنمية المستدامة للسياحة وأثرها على التنمية المحلية -حالة ولاية جيجل -

Abstract

This study aims to evaluate the role played by Tourism Expansion Zones (ZET) in tourism development, as well as the impact of tourism activity on local development in Algeria through a case study of the ZET in the Wilaya (Province) of Jijel. Algeria has relied on Tourism Expansion Zones as a framework for tourism planning and a tool for tourism development since the early years of independence. Their legal framework was established in 1966, and the first generation of Tourism Expansion Zones was declared in 1968. During this period, tourism development policy was focused on promoting international tourism, and these zones were utilized to construct several tourist resorts aimed at foreign visitors. Despite the transformations that have occurred in Algeria's tourism development policy, the authorities have not abandoned tourism expansion areas as a tool for development. A second generation was announced at the end of the 1980s, followed by a third generation after the country's opening up to a market economy, and then a fourth generation after the adoption of the Tourism Development Master Plan – Horizon 2025.

تهدف هذه الدراسة إلى تقييم دور مناطق التوسع السياحي في تنمية القطاع السياحي، وبيان أثر النشاط السياحي في تحقيق التنمية المحلية في الجزائر، وذلك من خلال دراسة حالة مناطق التوسع السياحي بولاية جيجل. كما تستعرض الدراسة تطور هذه المناطق منذ الاستقلال، حيث أُرسي إطارها القانوني سنة 1966، وأُعلنت أولى مناطق التوسع السياحي سنة 1968 في إطار سياسة هدفت إلى تشجيع السياحة الدولية وإنجاز المركبات السياحية وتبين الدراسة أنه رغم التحولات التي عرفتها السياسة السياحية في الجزائر، ظلت مناطق التوسع السياحي أداة أساسية للتخطيط والتنمية السياحية. وقد تعاقبت عدة أجيال من هذه المناطق، بدءًا من الجيل الثاني في أواخر الثمانينيات، ثم الجيل الثالث مع التوجه نحو اقتصاد السوق، وصولًا إلى الجيل الرابع بعد اعتماد المخطط التوجيهي للتهيئة السياحية في أفق 2025، مما يعكس استمرار دورها في دعم التنمية السياحية والمحلية
